County Custody and FOIA

For a Stephenson County Jail record or a focused booking-photo request, start with the Sheriff’s administrative FOIA route. The Sheriff’s published guidance names Alyssa Wales as FOIA Officer. A narrow request should identify the person, arrest or booking date, arresting agency, location, and any known report or booking number.

Stephenson County Jail

Use the jail line for custody or release questions. The Sheriff identifies its free smartphone app as the county jail inmate-search path.

Freeport, IL 61032

815-235-8252 general Sheriff

815-235-8222 Freeport inside-city non-emergency

The Sheriff’s FOIA page and online request form explain delivery options. The form is convenient, but Illinois law does not make an agency form the source of the right to request a record. Confirm current routing with the office before sending sensitive material.

City Police Records

An arrest inside a city may be recorded by that city’s police department even when the person is later booked at the county jail. The Sheriff’s FOIA office is not automatically the right custodian for a Freeport or Lena corporate-limit incident.

Lena’s published police channel does not include a separate current FOIA form. Pearl City’s contact page says a FOIA request may be sent by email or mail and must include the requester’s name, address, email address, and phone number. A phone call is not the FOIA request itself.

Where to Look for Each Record

Choose the source by custody state and record type. No single search returns every Stephenson County arrest, city incident, court outcome, state-prison record, or federal detention record.

  • County jail and app: The Sheriff’s corrections page and inmate-search information identify the Stephenson County Sheriff IL app for current county-jail custody. It is not a promise that every booking photo appears in the app.
  • City police: Contact Freeport PD, Lena PD, or Pearl City’s Village records route for an incident within that city. City records may exist even when there was no county-jail booking.
  • Circuit Clerk and Judici: The Circuit Clerk is at 15 N. Galena Ave., 2nd floor, Freeport, IL 61032, 815-235-8266. The Circuit Clerk page links to the Judici case search, which can help locate a court case and later disposition, different from the booking record.
  • Illinois Department of Corrections: Use the IDOC individual-in-custody search for a person sentenced to Illinois state prison. IDOC is not the county jail roster.
  • BOP and ICE: Use the Bureau of Prisons locator for federal custody and the ICE Online Detainee Locator for immigration custody. Those systems have different rules and do not replace a county or city records request.

Charges recorded at arrest are accusations, not convictions. For the court result, use the court record and verify any current custody or release information with the responsible office.
